Getting paint to stick to plastic is pretty easy. Scuff sand the whole fender with 220 grit woodworking sandpaper and then spray it with a high quality primer/surfacer. I recommend you get all your paint from PPG or House of Kolor if you want to do it right. Hell, if they are still around, ask the guys at American in the east end of town what brand of paint they recommend. Don't know if they will be any help, but they had some decent folks there the last time I stopped by (1993).
